In its Strategic Plan 2011-2017, EUROSAI commits itself, through Strategic Goal 2 (, to promote and facilitate the application of the International Standards of Supreme Audit Institutions (ISSAI) in Europe and to contribute to their further development.

As defined in the Strategic Plan, EUROSAI seeks

  • to promote the implementation of the ISSAI and INTOSAI GOV as a relevant part of the capacity building process within EUROSAI,
  • to encourage provision of these standards in all official EUROSAI languages and
  • to promote their use and discussions on further refining methodologies.

EUROSAI is also highly committed to ensuring that the ISSAI remain up-to-date and relevant. It cooperates closely with the INTOSAI PSC and its sub-committees, e.g. by feeding back information and experiences and by cooperating closely with the PSC. EUROSAI also cooperates with professional organisations such as the European Confederation of Institutes of Internal Auditors (

EUROSAI members are already highly aware of the ISSAI and INTOSAI GOV. To further raise their awareness, EUROSAI promotes the translation of the standards into Russian (the only EUROSAI working language in which they are not yet available) and provides them on the EUROSAI website[1]. This website also provides links to relevant professional material on the ISSAI and INTOSAI GOV (

To support its members in implementing the ISSAI and INTOSAI GOV, EUROSAI has identified their specific needs in implementing these standards. Based on the needs, seminars and workshops will be organised to provide advice, share experiences and identify good practices. The first seminar on “Using the Performance Audit Guidelines (ISSAI 300 and 3000-3999) to improve Performance Audit in SAIs” will take place in Bonn (Germany) on 4-5 December 2013.

EUROSAI also cooperates with IDI in the 3i Programme and supports those EUROSAI members that have enrolled in this global programme to implement the ISSAI.
